'On Top of the World : Flags for Melbourne' was a public art project presenting artists' flags designed to be flown from flagpoles across the City of Melbourne and concurrently displayed at the Great Hall at National Gallery of Victoria, International. The project was developed by Stewart Russell of Spacecraft in collaboration with the NGV and sixteen contributing artists.
The films focused on each of the artists explaining their individual idea for their flag and how it connected to the location. They were shown on the NGV app at 'Melbourne Now'.
